 Logi suits have more than 1, and scouts will have 2 after the release of 1.8 (unknown at this point).

 Skill into Dropsuit Core upgrades to increase your suit pg/cpu. Should be Engineering and Electronics. They will tell you in the description "5% increase to pg/cpu".
 
 The only way to lower cpu/pg is certain advanced gear (however, most advanced gear is just going to be more no matter whatas it should be so you don't get too overpowered) or the LP store.

 I suggest a Gallente Logistics. They have one of the more useful bonuses, if not THE most useful bonus. They're able to fit ALL prototype equipment, unlike the others, which might need to give up a couple things to do so.

 The short version: all logi suits will get the current gallente bonus. Amarr will get a bonus for uplinks, Caldari for nanohives, minmatar for rep tools, and gallente for scanners.
