will Aim assist "work" on a cloaked target. my concern is that if a non cloaky individual puts his cross hairs over a hidden player that the friction from AA will be enough to tip him off.

This won't really be much of an issue, any scout with its weight would not be in front of the a persons cross hairs to begin with or we end up dying (hope our alpha weapons serve its purpose, not the case with cloaks though).
So
A) Don't cloak and charge directly in their view
B) In cloaked retreats hide neft to an object or in a crevice to prevent getting yourself onto someone's 12

well I am a Gal scout, so I do have the upper hand when in comes to avoiding LoS. the Min and amarr scouts wont be so lucky though.

I have no problem with this. what I have a problem with is aim assist seeing straight through my cloak and causing a reds screen to jerk to the side, giving away my location.

That would make cloaks utterly useless. And I haven't seen any dev post to this effect.
