Why not make the RR semi auto?
Assault RR is fine, but the scoped variant could use a change. Tactical sniper rifles are rail tech and the also fire without a charge up.
I'd say the RR is a tactical rifle in it's core. Most of the QQ I see comes from that very same rifle being full auto. I can't recall any games having high damage, long range rifles being full auto. ARR covers close range while being full auto.
Do we really need the scoped RR with a full auto function? Currently it can fire 7.6 rounds a second. Couple that with slugs doing 50+ damage a shot.
My change?
Take away the charge up for the scoped RR. Adjust it's ROF so it can fire between 4-5 rounds a second. Increase damage per shot so max possible DPS isn't affected.
While we're at it. Let's keep the Tac AR's current range, but buff it's ROF so it is noticeably faster than the RR. Tac AR should have higher DPS compared to the scoped RR at the cost of range <---- (EVE Lore stuffs).
CR is fine. SCR does it's job. RR would be perfect without full auto. AR needs ROF buff on all variants.
CCP changes like these + 1.8 infantry overhaul will make many mercs happy. Consider it please & thank you

The RR is designed to be the standard Breach assault rifle. The ScR is designed to be the standard Tactical assault rifle. I don't think we need to completely change the RR's firing mechanics to balance it; fine-tuning it's current stats should work fine. Especially considering the RR will (eventually) have it's own Tactical variant.

Probably a bad idea: Take a page from Borderland's book. Have RRs behave somewhat like Dahl weapons, but backwards. They fire in bursts at the hip, with a charge time between each burst; while they are capable of fully automatic fire while ADS.

I just think the Assault RR should be the only one carrying fully auto.
Assault variants of weapons are supposed to aid assaulting a position/objective. That's what I'd assume CCP's intended purpose for the assault variants. Assault Variant weapons give up accuracy for increased ROF, or another function that separates them from standard variants.
Make Scoped RRs semi auto and people will start to use other variants, or different weapons entirely for CQC situations. Give SCR a zoom scope, and you'll see more assault scrambler rifles.
CCP make assault variant weapons for each tier please!

I think that would be a little dumb adding a tactical variant to a tactical weapon. The scoped RR is already a tactical version, just full auto. Thus collecting all the QQ, rage, and tears from those not currently taking advantage of it. Um, no, the scoped RR is the Breach version, like I just said. Breach weapons tend to have smaller magazines, higher damage per shot, and lower RoF than other variants. Whenever they get around to making it's Tactical variant, it will be an attempt to mimic the Amarr's ScR, so it will be a semi-auto weapon, not full-auto. Again, do we really need to change this weapon so drastically to balance it? CCP already has a dark tendency towards double-fixing problems. Why not just slightly tweak the existing stats and see what that gives us?
