Imagine how much fun it to be able to just try different fits and the pub matches would be more fun with more proto players. Hell the poorer players would likely save up for that event to try different suits and weapons with maxed out stats. It would benefit new players as it would allow them to try out different roles at the proto level so that they can get an a good idea of what role they should skill into.
Just a thought, this is assuming CCP could pull it off without accidentally deleting everyone skill points afterwards.

It would be super neat. I guarantee though that people would complain about how easily they can miss this one day per month.

Test server wouldn't work with Dust because the player count is too low, you need enemies to test against. atleast if it were for pubs we'd have the 3k-5k players who are still here.
If we had PVE then sure a test server would work but I don't want to test gear against bots. I want to test gear against actual player who are also using proto. I am fortunate enough to get to play in PC every day but PC is not a good place to test new fits.
