Preface: Locking district, ridiculous enemy strength, whatever it be, just about EVERYTHING about PC is ******* awful for anyone who isn't part of the monopoly. It makes me feel like I'm living in god damn late 19th century America. What fun is there for the little guy? There isn't any. Alliances don't fear me like they can in EvE.
Optional Storytime, Friends:
I knew a guy named Wheniaminspace. I was in Test Alliance and there are worthless members in null sec alliances who do nothing but PvE. Wheniaminspace preyed on these people. He and and LESS THAN 10 PEOPLE against an alliance numbering in the THOUSANDS. He was recognized by NAME, NOT corp. When people saw him, intel went "Oh **** it's ******* Wheniaminspace again guys." People would rage at him, cry, beg, barter for their crappy ships. He crushed noobs like they were styrofoam cups.
This is the way of the little guy. This is the way of a lone wanderer. A warrior. A small band of brothers. This is the little guy that brings a behemoth down. This is David vs Goliath... ... ... ... This is Kanye West.
This needs to be in Dust more than EvE. Dust has a small playerbase and power is unevenly distributed. Top alliances snipe good players from lower corps. The gods are all banded together crushing the numerous commonmen.
Continuing on... I really hate how... "robotic" PC feels. I'm in a small ass corp and I swear, if just me and 7 other guys could blitzkrieg a battle we could win with 2 to 1 odds as long as they don't pull their best players, which the timer allows. The long timer inspires a heavy hitting godmode combat instead of fast and weak or numerous.
In a way, PC is like a fighting style. It only favors heavyweight fighting. No moderate level fighting or fast and agile lightning warfare fighting. I like that in EvE. I can move around quick as hell in a little blob of speedy frigates, dancing around slower, more powerful enemies. Since my corp is too small to hold any districts, I think it ONLY makes sense I should be able to **** them the **** off and drive splinters underneath their fingernails.
There's a sadistic kind of pleasure duo/trio roaming in nullsec in EvE and absolutely annihilating big name Alliances and their carebear scrublord citizens with just a tiny band of your best, most experienced players. I wish I could get that kind of adrenaline rush of one mistake costs you a massive amount of isk in Dust.
Suggestion: There should be incursions like that; I think people should have to, if they own a district, remain on the district between battles - have it replace the little apartment you get. Let's say you only can collect money/loot/whatever once a day on a district. It accumulates throughout the day and is most full and ripe for the picking just before the pickup time. You don't know when that is, and the only people that should know should be in the corp or the CEO of the corp that owns the district and people he entrusts with picking up the loot when he's gone. This would be a role that would be assigned to people. The loot can be moved either to their personal account and assets or the corp's. Allowing anarchy and stealing :)
This way, it not only gives intel that needs to be discovered (good meta gameplay), I can go with my bubbies and steal, for example, a max of 10% of the loot (every consecutive steal is then 10% of the 90% less, etc so it can't be farmed extremely efficiently). This would be a 45 minute to hour long process; you go in with 10 to 30 clones and can cap/destroy objectives over that time and spend the last 15 minutes packing up the loot and leaving. DURING THAT TIME, people can notice this while chilling on their land and call for reinforcements. Time to get between planets should be instant, like jump cloning in EvE. This concept also nerfs monopolies; more land, less for people to sit in to make sure it's not getting attacked, less profit, less to defend, less numbers to stop robberies.
TWO VERSIONS
Version 1 - Cap Type I don't want this type, but CCP being CCP this may be the most preferable version. Cap objectives. Money gets teleported to you. If you don't wanna lose money, stop the stuff from being hacked. Each hacked objective gives moneys. Simple. Boring.
Goal: Hack everything. Wait for everything to hack. Leave. Awful.

Version 2 - Boss Awesome Cool Guy CCP-Tier Awesomesauce
You DESTROY OR CAPTURE objectives via destruction or hacking. Destroying gives loot you need to transport back to your ship, as does hacking.Destroying is faster, but gives less loot. You destroy with any type of damage. Tank, remote explosives, guns, etc. If you die, you drop the stuff, and the DEFENDER can pick this up and laugh at you and kick you for being dumb and dying. They can run this back to their MCC to be LOST FOREVER to you. You can kill them to get it back before they run it to their MCC. You can decide at any moment to leave with your loot. Anyone left (doesn't board escape ship) behind loses their fitting and everything else AND IT GETS ADDED TO THE DAILY LOOT. Meaning, a majority of the salvage will be lootable by the defenders at the end of the cycle, including the defender's losses.
If you stay for too long, your ship will be targeted by the null cannons and destroyed almost instantly (take 2 or 3 shots). You cannot hack the null cannons, death is inevitable. If this happens, you lose EVERYTHING. You need at least one person to activate the ship to leave. If everyone dies, no one can leave with the ship. If one person leaves with the ship, again, everyone else loses the fit they are wearing. And their vehicles that were not recalled (recalling takes 5 minutes as well, good luck). Fun for griefing. Also for cutting losses.
Goal: Hack and destroy everything. Transport loot. Get everyone ON BOARD (also has hangar bay to drive vehicles into), gtfo. All within one hour or 45 minutes.
Properties of Suggestion:
- IN ORDER TO DEFEAT THE AGGRESSORS, SIMPLY KILL THEM ALL OFF.
- The battle naturally favors defenders because they can call in and switch in and out reinforcements and will likely not be cloned out (30 clones vs 400, pretty simple logic.)
- Max number of 8 raiders vs 16 defenders; I'd debate 16 vs 16 would also be fine since I'm talking 10 to 30 clones.
- The objectives give money, no physical influence. It only affects monetary gain. It can drain clones, however. This adds an extra tactic to actually taking districts
- A district can be attacked nonstop, and I think MULTIPLE corps should be able to attack at once and squabble amongst each other.
- Loot must be moved to a large warbarge-type thing. If a warbarge is boarded and loot is taken back by the defenders, the aggressors will cry. A lot. They need guards for their ship.
- If they suck, they will lose money because the clone packs cost money. This is not free money. You can't suck. You can be clever, fast OR strong.
- They do not take precedence over district ownership battles. You can't lock districts this way (sorry, scrubs.)
- You keep the clones you don't lose. This rewards proness.
- There is no redline in this mode because this mode is for men, not *****-ass cowards.
- Because of the point above this one, defenders may spawn at objectives INCLUDING destroyable ones. Not just the
hackable objectives.
- Vehicles lost WILL be given to defenders, MAJORITY of gear dropped WILL be looted by defenders. You will feed them your gear if you're stupid. Good work, dumbo.
- Vehicles called in will take an incredibly long time to come in - we're talking 5 minutes because you are using black magic to get those things in without an MCC.
- Defenders always have one free warbarge strike on standby. So calling in your precious tank will most likely get it wtfpwned before the RDV drops it.
- To explain how destructibles and hack points "inexplicably" reset between every battle, you need to repair and unhack them in order for the district to have a money flow again. (districts do this automatically, don't worry. you also are still gaining money in the district's wallet while being raided)
- If you are cloned out before your ship leaves, you lose everything. Defender loses nothing and gains the entire loot table.
- You spawn in one fitting. You cannot switch out of this fitting. You can only revive in that fitting. Defender needs this advantage if you're insanely good, which I know you guys will be let's not make it too easy, now. ;)

Haven't had the chance to read through all of it, but what I have read looks very promising and makes a good point. Many people complain 'we don't need another EVE', but I would much have DUST follow EVE than call of duty.

First: you put a lot of thought and work into it. Most likely too much. Way too much.
Second: PC was designed to screw the little corps from day 1. And it does. They even hosed the numbers and laughed at Dust Mercs not being good at math. At least we were amusing to the Devs.
Third: Very few Mercs care about EVE. It is filled with scammers, low life griefers and they are best served there. Don't add their abilities to Dust. We have enough of it all ready with Jihad Jeeps being the natural player ground to the disbanded Murder Taxi squads.

As always, a good read from zibathy. I agree strongly with the core concept of the idea, however the implementation could be improved upon. For example, my understanding of ISK is that it is a purely digital currency, with no physical presence to be stolen. That being said, I would envision a mechanic of this sort to work like this:
A team of at most 12 drops from orbit into a district. Due to this, they enter relatively stealthy, with no atmospheric aircraft presence to give them away. They then seek out and hack a central control hub, that itself is only available after hacking/blasting through various barricades. At the hub, they upload a program that redirects a portion of the districts finances to the mercenaries' wallets. This hack would take a much longer period of time than a normal Null Cannon hack.
Due to the manner if infiltration into the district, the raiders have no vehicle support. In addition, they have no resources to spawn more clones (unless there is a CRU), and have the 12 clones that they start with in order to get the job done. Once they finish the theft, the only way off of the planet is to commit suicide, respawning in their own quarters a much richer mercenary.
Of course, there would need to be some sort of price established for the clones, and a subsequent monetary gain that offsets the price of the clones and the lost gear. Ultimately, it would be a suicide mission, high risk/high reward type raid.

If you're not salvaging physical ISK (I'm pretty sure is digital, so it would probably be like fancy credit cards if anything in physical form), you would be just grabbing worthwhile intel and loot that would be worth X amount of isk. Maybe it would be more interesting if the loot was clones? And then you could sell those OR keep them.
And to the people hating on EvE, the whole appeal of this game is FPSEvE not Shallow-Dumb-Shoot-Em-Up 514. There will be anarchy and there will be conflict. It's simply the nature of a CCP game. Even if you shoot down this idea, systems similar to this that are real time and frantic with high risk and high rewards WILL be implemented eventually. Like I just said, it's the nature of a CCP game.

+1 simply brilliant! Zibathy, your work here can not be denied! Even by the district locking cowards who like to believe their good at the game?! This would make the game WAY more interesting, open avenues for PVE, and make the game more than just sitting in merc quarters?!
This would add more strategy, and less "I win button" call of duty play. I agree that I would rather dust be more like EVE, the game it actually spawned from, than call of duty?! Let's be clear! Dust 514 is groundbreaking genius on tech, concept, and tactical strategic application. Call of duty is featurette after featurette of military look alike equipment for 18 and under wannabe soldier's who more than 99% of will never actually do any of that awesome stuff lol?!
I don't want a call of duty fps, or I would just go play call of duty. "EVE" Dust514 is the name of this game guys.

but to make it more so how about we stick with the 24 hour warning but each additional district take away 6 hours from the timers

That is unnecessary because 50 man corps with only 1-4 districts would be extremely condensed and better able to defend their districts than a larger alliance, also that caters too much to the small guy. This is supposed to appeal to logic and indiscrimination, there is no crutch when you take and hold a single solar system in EvE. Your natural compactness is your only crutch.
If you were to implement this, everyone corporation would have one district and would completely destroy the whole idea of this concept because no one would want to have more than 3 districts, and in some cases wouldn't be able to.
So, long story short. No.
