1) Open up barren planets. Most of the maps look barren enough as it is. In fact almost none of the maps actually look like the planets we're fighting on. The only vegetation we have consists of grass and the only water..... oh yeah there's no water. This increases the amount of land and allows more room for smaller corps.
2) Eliminate passive income. Right now district owners automatically create clones, so if they aren't being attacked they require no input in order to make money. Where do the resources to make clones come from? Who are they sold to? Why not make planet income be based on PI so the market can help decide the value of planets? The problem with district locking is a problem that stems from the idea that just holding a district is all is required to make money. You can own mountain full of gold but it won't give you anything unless someone is mining it. EVE and DUST can't merge markets as long as there is so much wealth with so little manpower.
3) Interplanetary and interstellar logistics should be under naval control. There are enough planets, even more with barren worlds, for major corporations to control a planet without a navy. Our wars consist of people on opposite sides of Molden Heath with spread out districts. If someone wants to move clones from one planet to another there should be a way to stop them if you have naval superiority. Why is there no blockading mechanism? This gives more for EVE pilots in Molden Heath to do outside of dropping strikes, making it much more fun for EVE pilots. The more chances there are for clashes the higher likelihood of large scale battles breaking out if PC was ever moved to Null sec.
4) Completely rework PC so district locking is not viable or possible. Give districts a 2 hour attack window and a 45 minute warning before the first attack in the window. Allow the defender to move the battle time earlier as long as it's in between the time of the attack and 45 minutes after that. Allow an attack immediately after a battle is over regardless of outcome with a 20 minute warning before the match, which the defender can also choose to start earlier.. Also allowing real time troop transportation and acquisition in a none passive form means that If reinforcements are available off planet they can be sent in between battles to prevent grindaway by multiple attacking entities in one window. The attacking forces also have the ability to call in more reinforcement clones for reattacks. No more than 2-3 attacks per district per timer unless the attacker and defender continuous initiate attacks and start battles.
2,3, and 4 makes controlling a single planet much easier than controlling multiple ones. Reinforcements can be moved between districts on a single planet in real time without the risk on naval interception. Controlling a system can still be easily achieved with a moderately sized EVE corp presence, as reinforcements are much more easily transported or prevented from arriving. Constellation and Region control would require an alliance sized presence. The battles would still be the largest deciding factor in controlling a district as there is still a limited amount of time to take a district, but making allies would be more important then ever.
Making clone and wealth acquisition non passive gives larger corps with less experienced troops a way to balance with the smaller more elite corps. They acquire the resources to fend off concentrated attacks to wipe them out.
Those corps with many districts would face..... 1) Increased risk of losing clones in planet to planet transportation 2) Increased reliance on a high corp active player count or allies to defend and reinforce what is owned 3) A necessity to spread out timers to avoid being over run on multiple fronts.
This means it would be much more feasible for a smaller corp to take and hold a single district.
Non passive clone acquisition could be related to PVE.

Maybe planets give your corp rare materials for creating officer weapons, each planet gives a different ore, ores could be combined to create officer gear, and planets could be sold, but not the ores.

PC needs to be the big Eve/Dust link.
PC should be attacking and defending the command centers that Eve players use to gather resources from planets. |

I like those ideas, but I think the districts need to be attackable more than a 2 hour window.
You should be able to jump onto Dust, attack, and actually have that match take place within an hour. It would be perfect. You could take the squads you had set up for it and q into some FW to get warmed up.
The other stuff is probably more like PC 3.0.

I think the window could easily be opened wider and wider as playercount increases.
