Recruitment Channel: Automatically add the channel GÇ£RecruitmentGÇ¥ when a player joins an NPC Corp, when they create their character, or when the leave their Corp without joining a player Corp. Players in NPC Corps would be able to then leave the channel just like any other channel if they chose. Players in Corps (Recruiters) would be able to join the channel to post recruitment ads. This give new CEOGÇÖs access to players in all 48 DUST locals, and would not spam people who already have a Corp.
DUST Help Channel: The GÇ£DUST HelpGÇ¥ channel was created by Cat Merc to help new players, but new players donGÇÖt know about the channel. I would like to see new players automatically added to the GÇ£DUST HelpGÇ¥ channel when they create their characters. They could leave the channel just like any other normal channel.
Forum Access from the Merc Quarters: I would like to see an interface that would allow players to read the Forums while in their merc Quarters. (Read only, but with the URL displayed so they can find it on a computer if they want to post.) This would encourage players to read the forums, particularly the Rookie Training Grounds forum where there are many starter guides posted. It would also give people something to do while waiting for a replay to their LFS request.

If CCP can only implement one idea from your OP, please let it be this one. This would be a nice way to pass time when I am waiting on corpmates to finish smoking or whatever. Personally, I think we should be able to post too. I want to harass Logibro while making new fittings and what not.

I think that'd be relatively tough to implement, given how many people I know play DUST at 480p and without a keyboard. Given the size and scope of these forums, it'd be kinda horrific. Perhaps a compromise might be a blue post browser, since a lot of important crud never makes it to the in-game? It could skip all of the navigation, and just let you read recent blue posts.

One of the things I want to push CCP for, a dust ISD volunteer program like S.T.A.R. (Which is EVE side). Pretty much a volunteer group who helps new and old players alike and welcomes new players into the game.

I have gotten a lot of positive feedback about this. The new players really like it. Anyway, if I can cut and paste a max size forum post into EVE mail and my DUST members donGÇÖt have any problem reading it, I am sure they can present forum text in a readable fashion.
(I will say that there is a display problem sometimes with mail sent from EVE, but anything sent from EVE Gate web site works fine.)
The reason I say GÇ£read onlyGÇ¥ is because reading posts sent from peopleGÇÖs phones is bad enough. I donGÇÖt want to try to read posts typed with the PS3 virtual keyboard.
I would be fine with not including General discussion, as long a the Rookie Training Ground forum was included.
In my experience, people who read the Rookie Training Ground forum when they are new do better, improve faster, and are more likely to stay around than the people who donGÇÖt. Although it could be argued that the General Discussion forum might just scare people away.

I agree with the forum part. Also, the 24 hour snapshot should be enough to allow the server to process it on each merc quarter without overloading the nodes.

The channels sound like a good idea, but for the forums, I think a notification upon character creation directing people to the forums would be a better choice (not too hard to implement, compared to having access to the forums might cause a few bugs etc, and might not be cost effective).
