These types of exchanges have been acted upon by CCP in Eve for a long time now, particularly concerning character exchange. I tried pointing this out to others before, that CCP only supports in-game scams based on the in-game mechanics even when negotiated on the forums and "Welcome to New Eden" doesn't apply to this type of code scam.
