I'm sure we've all witnessed the rage both of the new rifles has caused, some forgetting that everything at one point worked too well (except PLC).
CCP's was a little off in terms of balance, but not to an extreme degree.
I enjoy using long range weapons, so that may be my bias here. I have tried every rifle out, so I can speak a little bit about each of them. The RR is a bit too powerful, but not in the dmg it does, range it can deliver, or how long it can punish before a reload. I'm confident that the problem is it's ROF.
The Assault RR is good, since it's role is geared more towards CQC. The Scoped RR is geared towards total dominance.... Everywhere, at any range. I've witnessed the tac variant RR chew up people using assault CRs in cqc. I stood by in horror as a Kalakiota RR shredded my whole squad within 7m of the shooter. I've been on the receiving end of full squads running with them,while our side was destined to die.
Why does the scoped RR need a full auto function? I think that is the problem everyone is having. I understand single fire and breach weapons tend to carry higher damage per shot, but I don't understand the need to make that full auto. Look at the SCR. High damage per shot, while being semi auto. Tac AR when it was in better shape followed the same.
Is it possible to take away the full auto from the scoped RR? Possibly decreasing the charge up time, but making it a semi auto weapon. Full auto is used more for CQC.
Give the RR a .1 second charge time, or small enough where there is barely a delay between trigger press and shot fired while applying that charge to every round. I would say get rid of the charge all together, but rails & lore and stuffs.

Scoped RR isnt that effective in CQC as CR or AR.
When firing throught the scope, its recoil is horrendously bad so if your firing on a target at 50m maybe 2 shots hit and then your wrestling with your aim, something that just doesnt happen on the AR with its god mode stability.
Firing full auto with RR leaves your magazine empty faster than other rifles, especially the assault variant.
Once people get used to seeing RR on the field and stop collapsing in a fit of unjustified rage, they will spend their forum time on better things, such as asking for a PLC buff. |

If you're not skilled into RR, grab an AUR version. Shoot at someone 50m away. Pay attention to how many rounds you use to kill someone. Come back to re read your post, then cease trolling....
Oh and AR optimal is less than 50m, that stability doesn't count for much if you're doing 30dmg a shot while a RR does 50+

Here I cannot agree as all RR variants are quite good in CQC thanks to the tight hipfire coupled with high damage. And you can easily drop CR or AR users (the RR has basicly the dps as an AR and much higher damge per clip than the CR) |

I must agree with the OP. I dearly love the RR and spend much of my time splattering folks across the scenery with it but its RoF is an issue. As far as what should be done there are two different ideas I have been playing with:
1) Simply reduce RoF of the standard variant (scoped as you call it) to 350 rpm and increase damage slightly to compensate. Damage should be increased something on the order of 10%-15% since this would give users the high alpha damage really needed to kill from range with a low RoF weapon. I have not done the calculations but this should end up with the RR having the highest alpha damage of the rifle weapons but the lowest DPS (please look at Kagahoshi's post on this, which I'll link later as it explains how DPS versus alpha should work very well).
The high DPS will make killing at range a very real possibility while CQC with all of its very fast movement would become an extreme challenge for a RR user.
2) Make the RR spool up automatically when you ADS and hold that spool as long as you are scoped, once done the weapon becomes semi-auto (like the Tac AR). When hip firing the weapon would have a slightly longer spool up than it has now but it would spool for each shot and would have an extremely tighter hip-fire spread.
The spool up for ADS and the semi-auto nature would make this weapon much less dominant at med. ranges since tracking targets and semi-auto firing is a bit more challenging than auto-firing. The single spool at the beginning of aiming down sights would mean that users would be more likely to stay at range since they would be able to instantly fire with now spool lag.
In CQC spooling up for every single shot would make this weapons RoF much lower than the numbers state thus lowering its efficiency and making ADS the much preferred option. A tighter hipfire spread would make up for this a med-short range but within 20m would become a detriment as most users can't keep the reticle right on a quickly strafing target.
As far as the ARR is concerned it could use a slight decrease in its effective and optimal ranges since right now it can hit at the same range as the standard RR. It should be left with more range than the AScR or the ACR though since it has higher damage per shot and lower overall DPS than either of these weapons.

Let's put it this way; I cannot for the life of me use the scram, because it's semi auto single-round means that I have to land every shot with individual applications of skill in order to make the kill. Aim, fire, readjust, fire, adjust again etc.
The RR.? Locate target. Pull trigger to spool up and ADS at the same time. Is it standing still? Good, it died immediately. Is it moving? No problem, just hold down the trigger and drag the scope across. Auto aim and full auto mode will do the rest. Honestly, it's just easy mode. Crazy, crazy, crazy. Make it burst fire, with charge ups in between each burst, so that you have to time each pull of the trigger carefully, and we have a weapon that has massive damage potential balanced with the requirement of skill to handle it.
One can hope, but I doubt well see any kind of finesse in whatever changes CCP deign to make. It'll just be nerf nerf nerf.

Edit: Your thread title is kind of confusing. There is no TAC RR. The base variant is the breach version.
