Hmmm well in Dust 514 this may be true due to the factional popularity and associated player disparities...but if only served to be reinforced by a poorly designed FW system that has one side defending the same district 6 times consecutively in order to even get another offensive contract on another district.
EVE side the balance is much better, each faction pushes and pulls from month to month.

Right now the Federeation and the Republic have been controlling everything. I think when racial parity is completed and we finally get the Amarr/Caldari scouts and heavies more mercenaries would flock to our side. One could only hope. |
