Eve has been great in rebalancing the ships so they are less "Tier" based, and more function based. That is, it's not a race to the T2/T3 versions of a ship...more the T2/T3 are more specialized. Yes, they are "better"...but in eve the T1 version still has it's place.
In Dust, it seems like you obsolete the suits as you get to the next level - only going back when your wallet hurts...but NEVER to a Basic (god no).
Simply put, why would I ever use a basic scout suit when I have an advanced? (ISK aside)
In eve, it's not outlandish for a T1 version of a ship to have more base HP than the T2. The T2 has specialized functions to offset it.
Just an example...not literally what I think should happen (forgive yet another scout example):
Using all current PG/CPU and load out slots:
Basic Scout: More HP (for just getting in there - having fun maybe?) Advanced Scout: Normal HP, maybe an extra equipment slot. (for dropping uplinks?) Proto Scout: Normal HP, +1 armor repair. (for longer deployment?)
Please, I'm just spit balling. The take away is that each roll is useful. |

This is just me, and I'm sure plenty would disagree, but I really wouldn't mind if all tiers of a suit, had the same slot layout, but as you progress, the CPU and PG output increases.
What I foresee this do, is enable ie. a Gallente Assault G-1 to perform similarily to the gk.0, but the gk.0 has an extra edge because it can fit advanced and complex modules to take the suit to the next level.
I think it would eliminate the great gap between standard and prototype suits.
Additional bonuses could apply as you go up, where a Standard Suit get one bonus, advanced a second (or skips an extra bonus), while a prototype get a 2nd bonus (or third, if you don't skip on advanced.)
To ensure Basic suits are also used and sought after, they should have different slot layouts than their specialized one. Ie. the Caldari Basics sacrifice a low, to instead have an extra mid. |

While I see your point in normalizing the slot load out, this would then still have the suits in a "Tier" based system (and I'm not saying it's wrong, just less fun). Where you'd obsolete the previous suit in in lieu of more PG/CPU - stock up on moth balls for all those basic suits you bought when you first started the game.
Why use a Basic suit when you'd get more PG/CPU from an Advanced with the same load out? - is my point.
Shouldn't CCP take pride in each suit they make, and not let them rot in our inventory? (**queue preacher voice) |

In general i agree with this, but I'm waiting for 1.8 to come out before developing an idea about the intra-racial balance of different tiered suits. |
