SUMMARY Increases the time needed to hack your stuff.
SKILL REQUIREMENTS Branches off from 'Systems Hacking' at level 2.
POSSIBLE SKILL BONUSES
- 5% increase to base time required to hack your gear (vehicles, personal installations (when implemented), equipment, and comms) (so a person without any hacking bonuses (like 'Systems Hacking') would take 125% the normal amount of time to hack your vehicle if you have this at level 5) How longs it take, 10s? With level 5 it would take 12.5s. (I don't know the default time since I have 'Systems Hacking' and Minmatar logistics suits leveled up)
- 10% reduction to enemy hack speed bonuses. (So if you have this at level 5 and the enemy hacking your vehicle has 'Systems Hacking' at level 5 and aren't using any modules or equipment besides that to boost hack speed, instead of getting the full 25% increase to hack speed, they would only get half of that. (12.5%)
- 20% reduction to enemy hack speed bonuses. (I don't like this one but I just wanted to pad the number of options) So at level 5 would remove all hack speed bonuses the hacker has, causing them to hack at the regular speed. (Don't like this because if completely breaks the 'Hacking Systems', all codebreakers, any hack speed equipment, the current Minmator Logistics bonus, and the new Minmatar Scout bonus.)
UNLOCKS
Nothing that I can think of that would really be of use. There could be firewall modules that increase the time required to hack vehicles further, but people would just get hardeners, plates, extenders, and dampeners instead, I wouldn't see them as being really all that used.

You realize you can get proto codebreakers and grab a gallente logi suit and stack them up on the low slots, right? |

Do you mean to say that a skill that increases the amount of time it takes an enemy to hack your stuff is useless because one guy on the enemy team might make a weird fit? That's like saying Flux grenades are useless because people have the option of armor tanking, or Shotguns are useless because people have the option of using Sniper Rifles.
Why would someone even do that? Sure, they could get up to a 150% hack speed bonus (if they have the CPU/PG to fit them), but they'd have no (extra) armor rep, no plates, no profile dampening, etc, etc. (assuming they're in a gk.0 with Systems Hacking level 5)
I personally have Minmatar logistics at level 5, giving me a +25% hack speed bonus when I'm in a Minmatar Logi suit, and I also have Systems Hacking at level 2, giving me a +10% hack speed bonus. Assuming these stack, and without any penalties, that means I get a 35% hack speed bonus.
Currently the only form of E-war we have are scanners, it'd be nice if we could add on to that list, even if it is with just hacking.

Actually a firewall equipment item seems interesting. You could use it to firewall any hackable object on the battlefield (including Null Cannons). This skill would obviously be needed in order to obtain this items and would add a new tactic to the game. Logis will have another option for there tool belt and scouts will have another reason to hate enemy logis lol.
Many scouts dislike the bonus that the amarr scout is getting so a "Firewall" bonus could be nice I suppose
