Can I get some suggestions please? I use the basic Rail Rifle plus the basic SMG and for theory's sake, assume I have the skills that increase CPU and PG maxed out and can use every possible module. Any feedback will be much appreciated.

The proto one is just a luxury really - you can consider fitting an M209 SMG as well if you want. Regens insanely quickly - You're unencumbered, so use your high mobility to hang at range and punish people with the RR. I run basic Gallente scout with a basic CR or shotty or GEK with ADV smg, no need for proto, except dropsuit upgrades. Don't look him in the eye, WHAT DID I JUST SAY?!!!

But if you wanted to run it try for the highest hitpoints as possible without losing mobility. Just remember if you're using shield extenders equip a regulator on a low slot for shield charge delay.

Hah, thats what I use, but with a adv cpu upgrade and no equipment because screw a rep tool and scanner sometimes No smg or grenade either 2 exiles assault rifles, Skinweave caldari frame, Staff recruiter militia frame, Templar set
