So, I've been doing some calculations (for my own benifit/fun) and I thought all this work seems like a waste to just be discarded after I've satisfied my own curiosity, so I thought what the hell, why not share it with you guys, so here goes:
List of factors taken into account (all skills assumed Lv 5):
Scout cloak bonus
Dropsuit core upgrades
Dropsuit electronics
Dropsuit engineering
Light/sidearm weapons operation
Rail rifle fittings optimization
Scrambler pistol fittings optimization
handheld weapons upgrade
My two main proto Gal Scout fittings with the cloak:
Comp damage mod (can replace with comp shield extender on either fit)
Comp shield extender
Kaalakiota RR
Visiam SP
Allotek nanohive
Proto cloak field (alternate fitting: std cloak field)
Comp range amp
2x basic plate
Militia CPU enhancer (alternate fitting: comp kin cat)
(raw CPU/PG data, respectively)

71.4/12.75

88/16
82.5/17.5 (alternate fitting: 40/8.75)

CPU + 10% (alternate fitting: 27/15)
(sum total CPU/PG)

(Dropsuit CPU/PG max capacity)
476.43/97.12 (alternate fitting: 433.12/97.12
Shield HP: 160.1 (alternate fitting: 232.7)
Armor HP: 349.5
eHP: 509.6 (alternate fitting: 582.2)
You can use the numbers and sub in your own specific fittings, just don't for get to account for all the factors at the beginning. Have fun.
