          Body multiplier: 90% to shields & 110% to armor. -10% to shields & +10% to armor.
  Headshot multiplier: 175% to shields & 214% to armor. That is -19-20% to shieds & +19-20% to armor. Which means base headshot multiplier is 195%.
  Is this somehow be design? Why headshot on RAILGUN Sniper Rifle has EXPLOSIVE damage profile??? O_o

          The Sniper Rifle does not have an explosive headshot damage profile.
  As you said, the headshot multiplier, no matter if shields or armor, is 195%:
  Against shields: 90% damage * 1.95 = 175.5% (175%) headshot damage. Against armor: 110% damage * 1.95 = 214.5% (214%) headshot damage.
  Likewise the Assault Rifle has a 150% headshot multiplier:
  Against shields: 110% damage * 1.5 = 165% headshot damage. Against armor: 90% damage * 1.5 = 135% headshot damage.

  Thx. Now is see problems in fixing sniping roles & racial sniper rifles which obviously will have different mechanics. You not viable with 1 racial sniper rifle, due to racial damage profiles & randomness of racial suits on battlefield. Current dps & headshot multiplier not enough to compete as sniper, buff to dps or multiplier will cause overkill to half suits & "fart in general direction" to other half.
