I'm interested in expanding into the realm of scouts now that my vehicle skills are about where I need them (and no, I'm not FotM chasing, I'd been planning this for a while now). With the new stats released, I have my eye on the Caldari scout with the passive scan range bonus plus the great health regen rate, though I have my doubts about how effective the scan precision bonus would be due to already being able to scan everything above med suits and scouts getting a boost to dampening plus cloaks. So here are some numbers showing what is possible. (Please mention any errors and I'll try to work them out)
Med, Heavy, Med dampening lvl5, Heavy dampening lvl5 (respectively): 50, 55, 45, 49.5
Caldari scout lvl5: 33.75dB, 25m range
Cladari scout lvl5 + lvl5 scan precision and range: 29.25, 27m
Best possible precision + range (4 cplx pre/ 2 cplx range, fitting not accounted for): 10dB, 37m
So we see that the Caldari suit has not trouble scanning +Med suits and can achieve some impressive passive scanning potential. However, it seems to be a bit overkill, so we'll examine what the other scouts are capable of running (w/ and w/o cloaks, assuming passive scans work on cloaks) and try to meet that with the minimal amount of mods (assuming all lvl 5 skills).
Am/Min/Cal Scouts lvl5 dampening (no mods): 31.5 (no mods needed)
Gal Scout lvl5 + lvl5 dampening: 22.75 (2 enh or 1 cplx and 1 basic or 3 basic)
Am/Min/Cal Scout lvl5 damp w/ cloak: 23.62 (1 enh or 3 basic)
Gal Scout 5 + 5 damp + cloak: 17.06 (2 cplx and 1 basic)
Am/Min/Cal Scout min to beat proto scans (bar Duvoll focused)/ + cloak: 26.77/ 19.51 (1 basic/ 2 cplx)
Gal min to beat proto scans (bar Duvoll focused) + cloak: 22.75, 17.06 (see above/ see above)
Lowest possible profile (Gal w/ 4 cplx damp +cloak): 2 (cry)
I didn't mention the possible fits agains a proto Gal Logi scan (because I did enough math for now) or the Duvoll focused (because I don't think it will be used all that much).
So if your goal is counter scouting, you'd need 2 complex enhancers to scan dampened + cloaked scouts and Gallente uncloaked scouts, though 2 enhanced might suffice for pubs due to lack of proto scans (though that might change with the apparent rise of scouts). Odds are that the Gal scout won't be using dampeners because they can already dodge all but one scanner.
It will be interesting to see how the Caldari scout manages in CQB fighting, though I imagine it will do well with its easy dampening and amazing passive scanning.

Looks like your math is off.
Caldari Scout with two complex precision and range mods:
Precision: 45 (base) * 0.75 (suit bonus) * 0.9 (skill) * 0.8 (mod) * approx 0.826 (mod, stacking penalty) = approx 20 dB. Range: 20 (base) * 1.25 (suit bonus) * 1.5 (skill) * 1.45 (mod) * approx 1.3915 (mod, stacking penalty) = approx 75.7m.
