Granted it does have the charged shot but at 20 meters chances are you won't have enough time to charge it or your aware of your enemy and are pre charged to kill them. Then comes the normal shots which is a whopping 50 damage at 375 rpm, 312.5 DPS. This is the lowest DPS of all the side arms, the SCP has a DPS of 480 at 30 meters, and the Bolt has a DPS of 375 at 40 meters. So what makes it so special? I see this turning into a trick shot weapon, and novelty weapon.
P.S: Being able to spam your charged shot would bring your DPS to 241.5 so the cool down on the charged shot is actually useless because spamming it is also useless! 
CCP your dps-range balancing is terrible... I don't mean to be insulting but you really need to work on this. Actually there is a good example of it working properly and failing in this post. SCP vs Bolt, SCP is short range but has the DPS advantage; balanced. SCP vs IP, SCP has the range and DPS advantage; unbalanced.
Armor and Shields are not the same!

Yeah I have to agree but this seems to hurt every Gallente based weapon :( |

It depends on how powerfull the charged shot will be otherwise the bolt pistol maybe more usefull |

that skill would make more sense if it was a 25% increase in pellet count or whatever the hell it shoots lol
