There are two ways to lock a district. So there need to be two fixes. These ideas are a rough draft and were made without total knowledge of how PC mechanics work. Open to discussion and revision. Note this is an attempt at making contesting district locking fair, not eliminating district locking altogether as a one time tactical choice mid war.
My idea for fixing district locking: Alt Corp Clone pack locking
Districts locked in this manner are attacked by an alt corp with a clone pack. In every instance of this, the alt corp attacking with a clone pack LOSES. This is the key to the fix. Following the successful defense of that district being locked, it should be immune to all clone pack attacks for the next 26 hours. (1 hour would not suffice as they could use an ally to move clones to lock, then lock up with a clone pack afterwards, 26 hours ensures in the case that they lock up by moving clones directly afterwards, there is a window after that battle where clone packs still cannot lock, even if the battle is dragged out via lack of hacking objectives)
Add battle timers to the star map, all timers being visible for all corps for fair contesting district locks. On top of this, more info regarding who is attacking, how many clones they are sending (or not, debatable issue). Where they are attacking from, etc. (please suggest more possible info star map could reveal)
My idea for fixing district locking: Allies moving clones
Districts locked in this manner are attacked by an ally via moving clones from another district. In every instance of this, the district being locked is victorious, and the district that moves clones is is defeated (technically not, but the clones sent are, and it should reflect back on that district negatively). Districts that move clones and are then defeated should be deemed unable to send for the next 24 hours starting AFTER the battle takes place (this is a very bad solution as it would limit how often people can go on the offensive in MH, please pipe up with a better solution if you think of one )
Window Mode PC
Given how much everyone hates timers, and the fact that single corps can hold a quarter of MH due to the 24-48 hour heads up, battles should take place within 30mins-hour IF the district is attacked during its designated window timer. This would prevent corps from having 4 different districts on one timer with a day-heads-up in case they are all attacked at once to prepare ringers, and making overwhelming in numbers more relevant. Current District locking fixes stated in this thread would work just as well in this mode.
BRING BACK CORP BATTLES As 843-BANE suggested in this thread, and this one.Corp battles are a necessary part of this game and will give players with the extreme urge to quit a reason to stick around. Even if someone was to be kicked out of PC, corp battles will always be a source of fun for any corp. PC has been the death-bringer as well as the harbinger of this game. Once great corps have crumbled and left the game because of it. Corp battles will allow for the same experience without the BS. Sign the petition if you want corp battles back

I support window mode PC. It will make it possible to log on, assemble a team, and get good fights. It is exactly how competitive gaming should be.
Regarding the district locking, maybe a solution is to not refund the used/bought clones if the match is a no-show?

Capturing districs should be contract based, that is, no clones at all should be involved in generating money. Maybe there is some clever fix CCP could do to simulate contracts with clones?
- You should not get paid when losing (Check). - You should get paid ALOT when capturing a district. Due to the resources necessary (clones, dropsuits, vehicles). This makes sense from a project management perspective. If you outsource to mercs, you also pay a bigger sum of money, I mean, we are professionals. - You should not get paid by owning a district passively. Only if you defend it and win (also a contracted payment).
Bring back corp battles. Yes please! I agree actually going to war should be more profitable than farming districts. I will add that to the OP later.
