CCP,
You need to remove the ISK refund on clone packs if neither side shows up to a battle. The current state of PC is as follows, Renegade Alliance, PFC bs, district lockers, and then crazy timers with respect to American time zones. Seriously over 1/3 of the districts are locked and have been for months. This has serious ramifications on corps farming crazy amounts of ISK and the inability to actually fight your foe (they attack you from locked districts). We all know PC needs some serious fixes; however, there needs to be a HOTFIX ASAP to address this one issue. At least make them show up and spend effort to lock their districts.
Allow people to file tickets to get a ISK refund if the server is not online during their clone pack attack.
Disclaimer: I think there needs to be a lot more changes to prevent district locking and I know CCP has plans, but this one item is causing to much grief to be left as is. Let's band aid this thing.

Do not refund any attack, ever. It costs money to go to war. If a corp launches an attack then that ISK is gone forever. That's why there's corp tax for start-up corps. |
