Most likely in attempt to get their hands on BPO items which they will then sell for more ISK than they paid to get it.

This to me seems like insanity, or failure to actually run the numbers. At 1.5B you would need to die ~186,567 times to break even. For me, dying at the rate I have been for the past year, it would take me 17.25 years for that break even point to occur. Since most people improve with time I can only assume the real number would be larger.
If you wanted your investment to hit the break even point in say, a year, you would have to die 511 times per day...
not worth 1.5B (unless to resell to some chump for more, thats worth it)
