Yup. Hybrid/Rail it is.
It looks to be a mid-range sub-gun. It isn't fully automatic, so it isn't a submachinegun, but a subgun.

He was probably going off of the SISI info. But since it has a low range...What's the major difference between it and the Minmatar Submachine Gun?  They're both Anti-Armor and CQC focused.
Could it just be an accurate SMG?

The MagSec has an extra 18 meters of range with a small charge up time.
