*Moved from the war room for more serious discussion* For those that are unaware, currently in PC, there is a broken mechanic preventing people from being attacked and allowing them to farm districts without a care in the world. I will not disclose the exact process, but give the basic gist of it necessary to discuss a fix. There are two ways to lock a district. So there need to be two fixes. These ideas are a rough draft and were made without total knowledge of how PC mechanics work. Open to discussion and revision. Note this is an attempt at making contesting district locking fair, not eliminating district locking altogether as a one time tactical choice mid war.
The way district locking works for profit: Corp A creates an alt corp designated corp B. Corp B attacks corp A with a clone pack, no shows. Corp A successfully defends, is awarded 12 million isk as payout, while corp B takes advantage of an exploit to get their clone pack refunded, netting a profit of 12 million isk, on top of the clone generation from the district itself, with the possibility of being attacked by a real threat eliminated.
My idea for fixing district locking: Alt Corp Clone pack locking
Districts locked in this manner are attacked by an alt corp with a clone pack. There is an exploit that allows for the clonepack to be refunded. In every instance of this, the alt corp attacking with a clone pack LOSES. This is the key to the fix. Following the successful defense of that district being locked, it should be immune to all clone pack attacks for the next 25 hours. (1 hour would not suffice as they could use an ally to move clones to lock, then lock up with a clone pack afterwards)
Add battle timers to the star map, all timers being visible for all corps for fair contesting district locks. On top of this, more info regarding who is attacking, how many clones they are sending (or not, debatable issue). Where they are attacking from, etc. (please suggest more possible info star map could reveal)
Fix the broken mechanic that allows for clone packs sent out as attacks to be refunded for the attacker after a loss is sustained.
My idea for fixing district locking: Allies moving clones
[*] Districts locked in this manner are attacked by an ally via moving clones from another district. In every instance of this, the district being locked is victorious, and the district that moves clones is is defeated (technically not, but the clones sent are, and it should reflect back on that district negatively). Districts that move clones and are then defeated should be deemed unable to send for the next 24 hours (this is a very bad solution as it would limit how often people can go on the offensive in MH, please pipe up with a better solution if you think of one )

honestly lets tone pc isk down alot
add an attack que if i want to attack a corp but their locked, and the last person to attack them lost i get to attack next time, if the previous attacker won then i wait untill they lose or the district flips the que can go back up to 15 with your corp not being able to be in the que twice add a report option for que blocking (a corp filling que with alt corps) and if its found that they have the corporation is disbanded and all isk is removed from the corp wallet and district is now open
they could check by seeing cross referencing ip addresses with some sort of program
and clone packs should never get a refund

so if a corp gets locked out of attacking with clone packs for 24 hours, why won't people just create more alt corps?
