The Eve devs gave up on using fitting hacks to restrict module usage a long time ago.
If the Cloak is intended to be used on scouts, just restrict it to scouts, and keep the CPU/PG on the module itself reasonable.
Also, restricting it to scouts, (or a new covert-specific class) is a thing you could heavily consider. |

This way is better... Nobody can effectively use a cloak but a scout, but nobody has to skill into a specialized class just to test cloaking out. Better.

I agree. I mean scouts are getting 75% off of the cloaking field...75%!!. CCP have got to be planning on making the cloak expensive as hell on your fits if they are making the bonus THAT high!
BTW, a commando with a cloak is scary and I would love to see...er... witness it.

I disagree, at least mostly.
Keep in mind that I am a dedicated scout and I have been scouting since closed beta. Every suit class that can fit an equipment item should have a chance to use a standard cloak for a little added flexibility. Scouts on the other hand will definitely have a 75% bonus to CPU/PG consumption of cloaking equipment when fitted.

Let's assume for the sake of this argument that the standard cloak equipment will cost about 60 PG and 270 CPU (my own guess) to fit on any non-scout suit. That means that only the Logistics will likely be the non-scout to have any remote chance of effectively fitting this thing if it's given something like a 5%-per-level fitting bonus for equipment. That will only be a 25% bonus overall for fitting the cloak. That is very limited compared to the 75% that scouts would get for the cloak specifically.
Let's do the math.
25% of 60PG and 270CPU is 15PG and 68CPU eliminated leaving the cloak with 45PG and 202CPU needed to fit on the Logi. Even for a Logi, 45/202 is a lot of resources taken up. The Logi will have to sacrifice quite a bit to make the cloak fit even competitive and even then the logi is better off just being support for the squad.
75% of 60PG and 270CPU is 45PG and 202CPU eliminated leaving the cloak with only 15PG and 68CPU needed to fit on the scout. If you look at the scout suits that are receiving a buff to PG and CPU already, that leaves the scouts with a home-field advantage over even the logis in the cloak department and still leave plenty of room to fit many other things that make it very competitive.
Of course, there should also be a covert ops cloak that would only be for specialty covert ops scout suits that give even bigger benefits, but that would mean investing a lot into a new suit that is better than even the proto scouts.

Maybe make it so only scouts can cloak and walk around but anyone else fitting one can not move when cloaked.
This would mirror the way cloaking works in EVE.

Say I'm a Logi and I have a need to be able to cloak. I can give up basically all semblance of defenses in order to cloak, making me weak as well but I still had the flexibility to do that. This allows for that, but I have to give up SO much to fit the damn thing that its really not effective in combat. The scout however can fit it with little cost, making them the most effective, but not the only one who can use it.
This is much like the new Logistics bonuses; everyone can use equipment, but the Logistics has to give up far less to do so.

Cloaks should be available to everyone. But these should be the drawbacks for using a cloak:
- Can't fire, use equipment, or activate modules (for vehicles in future releases)
- A few seconds of delay after decloaking before being able to use weapons, equipment, and modules
- Movement penalty based on cloak tier while cloaked
- Getting too close to another player will decloak
- Taking damage will decloak
Now, the scout suit should remove the second and third penalties as a class bonus.

I used to think this, but it will diversify a lot of assault and logistics builds if they do attempt it, an also I want to see a commando just appear, rather than being a useless red turd who is merely there to respawn.

I agree with all of this but would like to add to point 5 that I would remove environmental damage from that decloaking mechanic, because stepping off a ramp at the wrong angle seems to wipe out half my shields and that would kind of suck if it decloaked me.

Um... Eve ships can move while cloaked. Just not so much when it's NOT a covert ops ship or transport.

Exactly. You can look at my previous post in this thread as an example. Scouts will get a lot of benefits from what I see.
