Why isn't there a Pulse Variation of the Laser Rifle?
It makes sense. One's for sweeping while the other is for sniping.
The current one, the Laser "Beam," should be low damage(although stronger than it is now) and for sweeping with the better range.
The Laser "Pulse" version should be high damage, like a sniper rifle, but shorter optimum range. One-shot, no heat build up, and some recoil. Imo, where the Caldari's Sniper Rifle would be highly effective, damage wise, even on the other side of the map, the Pulse variation shouldn't be. I guess the best way to say it is that the Pulse should be more of a Marksman's gun(Marksman actively work with the team while Snipers work alone, usually).
And yes, I know the Scrambler Rifle is basically a Pulse gun but it's range is closer to a Rail Rifle than the Sniper Rifle(which I would suggest the Pulse variation actually be closer to).

We already have high damage pulse lasers. They're called scramblers.

The Scrambler Rifle says hello.
What intrigues me is how is CCP going to do an Amarr sniper rifle...the SCR is already a pseudo mid range sniper and the LR is just, well, garbage.

Last time I checked, Scramblers don't do that.
Edit: I don't consider the Rail Rifle or Scrambler "Marksman" weapons because their distance doesn't require the same amount of precision that a Marksman uses.
They're only good for mid-range. If I could differentiate the actual distance to actually explain it better, I would.
