The new charts don't illuminate this, so I'll go back to the original Sisi leak.
The Amarr assault dropsuit gets one bonus for RoF, which is useless for most scrambler rifles, and not at all the solution for lasers, but that still doesn't get to the heart of the nerf they receive.
A bonus to armor repair amount is a piddling weak benefit. With a maxed-out bonus of +25%, two lowslots filled with proto armor repairers will yield, at best (rounded up) an additional +3 hp/sec.
The big benefit for armor now (since it was buffed from nearly-abject uselessness in the last couple updates) is the sheer volume of HP it provides with a now-decreased vulnerability to explosives, as well as the ability of equipment (repairers and nanohives) to allow for its restoration. If one wants HP which regenerate at any worthwhile rate while solo, then shields are clearly the way to go, even after the armor buff.

The Rof bonus is not useless on most scrambler weapons in fact it is only less usefull on the std scrambler rifle and thats just because this thing has already an incredible rof that humans can achieve...
The ASCR will greatly benefit from this skill as well as the SP and most propably the LR and of course every other weapon you choose to use on your amarr suit.
Now reagrding the bonus to amor reppers this may change as the recent published dropsuits stats hint that CCP now will follow EVE's way of racial design...
But even if not and the slot layout stays the same the bonus is usefull as this bonus helps you to make the most of your slots in regard to repair.
If you don't like to run with reppers it is not the fault of the suit it is just your personal preference just look at the scouts bonusses any scout that don't want to use cloaks has to live with that "useless" bonus... |

LR could actually benefit significantly if the ROF increases but heat buildup rate stays the same (though admittedly the ROF of the LR has always been a bit arcane imo)
