Railguns are meant to be ranged weapons. Currently, they are deadly at any range. The missile tank which is specialized in CQC AV abilities is shrugged off to the side when it meets a CQC rail tank.
What I propose won't affect those who stay at range (such as a DPS nerf, heat build up increase, etc) but only those who make themselves nearly invincible by using a rail tank at CQC.
When a railgun charges, it requires a lot of energy and continues to draw energy to remain charged. Some of the energy should be drawn from the propulsion systems. Meaning, the tank becomes immobilized when a railgun is charging and when a charge is being held. If you're sitting at range, you're not moving, so this is only beneficial to you because it gives you the required power to fire your railgun.
If you find yourself at CQC, you will find yourself outmatched because you won't be able to track so that you can shoot while your opponent fires upon you.

Not a bad idea although I dunno how easy it would be to implement. I think another option (that might be easier to implement) would be to just slow the rotation of rail turrets to lethargic proportions. This should have minimal to no effect at long range, some affect at medium range, and a large affect at short range.

Though you can still bunny hop around while charging. It would be just a matter of adapting it to the large railgun.
