Lore wise, it'd because they're slowly dieing out; the genetic manipulation and implants that make our mercs immortal is a mere fraction of the manipulation the Jove have subjected themselves to, but over the millennia it's only weakened them.

Jove left the EVE Universe to their own region of space (currently cut off from the other 4 empires). There is no way to get to their systems in space and for this reason they have been (as the lore states) left out of the general happenings of EVE.
Likewise, they would be left out of DUST as well. And for all intents and purposes they will most likely never be brought into EVE/DUST, they are just game lore.

I can add one little revelation to that:
There was a nifty (though graphically old) online series on youtube called "Clear Skies". If your homeland is England, you'll watch it and associate it with old tv shows like Blakes 7, and especially Red Dwarf. ...If you're not English, you may find the Clear Skies episodes kind of a dated yawn.
But it touched on the Jovians from an EVE capsuleer perspective, and implied the most USEFUL thing the Jovians left us was (nano-type?) module technology that, if harnessed responsibly, can turn a ship's propulsion into something awesome.
Coincidentally, Dust DID have (no longer has) ONE vehicle module you could purchase that was JOVIAN, and improved your vehicle's propulsion better than anything else the game had to offer. Needed MAX skill levels to fit it and work it, but CHRIST it was good to me!
Prior to Patch 1.7, I got wise and purchased 12 of these sweeties for Logi vehicle use. ZERO cooldown periods, and UNLIMITED activation. They DEFY and are COMPLETELY EXCUDED from the new duration and stacking limitations that CCP implemented in 1.7, which, for any player who is lucky to have one, gives you the kind of mobility that the devs are trying to make illegal in our gameplay. To my knowledge, this is the ONLY piece of Jovian stuff obtainable in Dust since the May release.
....I don't plan to take my "jovians" out of the garage again until we have Logistical vehicles restored, with full blown Planetary Conquest and full open interaction with EVE Online players. The driver who stacks two or three of this Jovian module to her DS or HAV, could become,..."un-target-able" in the enemy crosshairs.......

So think what would happen if an arrogance man with a God complex like Kuvakei Sansha and his host of mindless drone like True Slaves got a hold of even a portion of that tech.....
If you look into the lore you will find that capsuleers have actually sent probes through Sansha's Nation generated wormholes...the results of that were terrifying. What was reported was that a massive Nation fleet was seen blockading what was understood to be a Jovian station, indicating that the Nation was possibly able to access Jovian space.
Now if you consider that Nation military technology is already incredibly advanced, and somehow this mad man can open wormholes at will to systems at will.....what could happen if the Nation did capture and destroy the Jove? Would anyone be safe?

Doubt it entirely. If CCP was going to alter the cluster so spectacularly it is more likely to be the Nation you see on the other side of that gate.

Lore: the Jove is a race that has maintained its individuality and is a very powerful force; all attempts to conquer them have failed
In game: Jove is unplayable race
Behind the scenes truth: Jove is a fancy name in game name for CCP. Jove space is used by CCP to develop the game. In Eve, it is rumored that you were once able to get to Jove space but that is no longer possible.
What will be your legacy? Will you rise, or will you fall?

The turd ship designs are merely the abandoned prototype crap the Jove pawned off on the rest of New Eden to scare us.
The following is a rare glimpse of true Jove tech. Imagine hundreds of these coming at you when the Jove unleash hell:

Even if they weren't MIA/dead, they wouldn't be in DUST simply because fi they were, they would be OP. Think of a light frame carrying around 2 small turrets, 3 large grenade slots, 5 eq. slots, and a 10/10 module slot layout, runs as fast as a LAVwith a afterburner on (has a jetpack premade into it so it can fly faster), has a precision and profile of .1, scan range of 100 meters base, and near infinite stamina. Nobody would use anything else, and just use the Jove suits and vehicles. and therefore this wouldn't be dust anymore. It would be Jove 514, and we would all be Jovians.

the fate of the jove is known.. they left the known galaxy of new eden and retreaded into their 3 systems that have been locked out from eve pod pilot access for many years.
the alliance tournaments are held in jove space as a necessity to prevent other players from ganking all those shiny ships.
the jove are the ones that gave all the races the pod technology in eve
their weakest ships can one shot most ships that are twice or 3 times their size, in eve chronicles it has been mentioned what happend to the amarr empire when they tried to attack the jove. one jove mothership decimated the amarr fleet at ranges that eve pilots would kill to be able to fire at. https://wiki.eveonline.com/en/wiki/Battle_of_Vak'Atioth evelopidia on that battle.
as of now the jove are purely a lore race with no known contact with eve, though with the current plans for eve that may change.
the last main info from eve devs is that in time eve pilots will be able to build their own stargates and will be able to access new space.. be that static links into wormhole space (sleepers.. as old as or even older then the jove), jove space itself or into whole new galaxies we don't know of yet. |

They didn't actually do that much for my dropship's propulsion, but the afterburner surely made it fly 400 mph in whatever direction it wanted. But that was the glitchy afterburner doing that, not the jovian overdrive, trust me.
