Upon detonation, the grenade will release 6 mini grenades in a 360 flat radius that will travel around 2-3 meters, and then those grenades will explode like normal one's.
The first detonation won't do any damage, only release the mini grenades. The mini grenades will do 100-150 damage each, and have a blast radius of 3 meters.
It's designed the clear rooms and people behind cover. Rather than having one concentrated detonation, you have multiple small one's going everywhere.
Shield regeneration bonus for Gallente Assault is about as useful as Sharpshooter for Nova Knives.

Generally, I think this idea is already covered by the sleek locus grenade. |

The TOTAL damage of all the grenades is the same as a normal grenade, but I they travel 3 meters from the initial detonation and have blast radius of 2 meters.
That means it's probably impossible to apply full damage.

I would like the smaller grenades splitting off to glow luminously and do 120% damage to shields, and 80% to armor.

That actually gives me an idea: A system that works like the Typhoon in DXHR (Without the timestop effect). Intended purpose is 360-¦ CQC protection for heavies. They can only do it once or twice, though, and it's either equipment or grenade. |

The cluster grenades go to each direction. So you only get grenade damage from ONE, so that means 1/6th. At best you would get 2 or even 3, but I don't think it's even possible to get all 6.
Just think about it, heck the middle (right at the center of the detonation) would be safe.

Heavies are already going to be hulking beasts of epic proportions in 1.8.
