So, with the proposed changes under 1.8
Minmatar Assault Skill: Assault Suit Bonus: +2% to light weapon RoF per level. Minmatar Assault Bonus: 5% to damage bonus of damage modifier modules per level.
Mini assault will be the go to choice for sniping?
Fast, quick rate of fire, and lots of high slots for damage mods.
And with the modifier bonus from the suit...
Normal usage, 4 stacked complex mods 10.00%, 8.69%, 5.71%, 2.83%, Total bonus: 29.96%
Mini Assault lvl 5 with 3 complex mods... 12.50%, 10.86%, 7.13%, Total bonus: 33.62%
And now the same with 4 mods... 12.50%, 10.86%, 7.13%, 3.54%, Total bonus: 38.34%

Yes and no. I'd vouch that the Caldari commando might give you a good run for your money, assuming that a sniper rifle is correctly tagged as a rail/hybrid weapon; suit + proficiency + 2 dmg mods = 43.69% increase to damage.
It is worth noting, however, that a dev recently stated in a post that they are looking at proffs, damage mods and weapon damage profiles in an effort to deal with the perceived TTK problem; one idea that they mooted is that proff skills will only add damage bonuses to the defense type that the weapon is effective against normally, so for example a laser rifle will only get a damage boost against shields when you increase your LR proff skill.
All up in the air, of course. 1.8 is shaping up to be a huge shake up of what infantry can do, it seems.
