Should I hold off on spec'ing into the proto basic amarr frame considering these changes?? Or is it worth it for now?

Well, play the odds.
Do you truly think there will be a refund for Dropsuits? If you believe that, then spend where you want. If you don't think a refund is likely, then are you going to want to use a Prototype Amarr Frame?

Can you improve your base core skills any in the meantime? Things such as armor, armor repair, heavy weapons, weapons upgrades etc?

id say this is most important for heavy's, just cause your a huge target, passives are very important, id say make sure these things are up.
but if you want to have a proto suit and that's your goal then go for its your SP. but when it was my SP, I got my passives up way early in my build and it has paid off in the long run.

Well ya know I've got armour max'd and CPU and PG all the way up all that lovely jazz, I'm sitting on 20 mil SP, but if the HMG specs are that important I'll take that into consideration!

Jan 22nd through the 29th (I believe) will have 3x more bonus SP (600k) and 3x your WP as SP as well. I say, save everything including that week and put it into other skills to increase hacking, damage, CPU/PG, explosives, etc.
I say this because we aren't gauranteed a resepc so going into something you may not want later isn't completely off of the table. |

Shields are equally important for Amarr Heavy - if you look at the skill changes, they apparently intend Amarr to tank shields as well.

Sentinal is better
I run the advanced and these are my two set ups
750 armour/600 shields with 12.5 Armour repair rate
And
~900 armour/600 shields with 6.25 Armour repair rate
I run the advanced HMG and with 1 damage mod and proficiency 5 most suits melt, even proto suits, so the second high slot on the basic frame wouldent help that much. |
