I have extreme doubts that the BPOs will be changed.
I still have those yellow bottle cardiac stimulant BPOs that haven't been changed. Not to mention the skin weave suits.
OK, CCP. When are knives finally going to be improved?

Again, I don't see CCP changing the BPOs to remove the sidearm slots for scouts suits. After all, there are not suppose to be anymore BPOs entering the market other than the "Templar" BPOs that are being sold for ISK as code and the Recruiter BPOs which are really hard to get.
As far as we know, not everyone has a BPO or at least doesn't have the amount of ISK needed to get a "Templar" BPO code. Once the population of the game grows steadily again, the impact that these BPOs make will become minimal at best.
There is also the fact that some of these BPOs were bought directly with cash (no AUR) either because they were part of a "merc pack" like the "Toxins" or part of a collectable set like the "Templars".

Likely not.
But the new bonuses will have new effects applied to the old BPOs and kinda make them new again. Except that BPOs have changed with every suit change ever since the beginning of the Beta. 
I can't remember exactly. Can you give an example?
