We have a Chairman and Secretary.
Chairman takes lead speaking point and symbolically takes the burden of blame for the council should something goes wrong or worse. However this does not mean he's the boss nor has any real power over other CPM members; just in general this seat is best kept for the best diplomat in terms of communications.
Secretary is a scribe of sorts, he or she tracks the activities of other CPM members and keeps documents and references up to date as possible such as the NDA tracker, meeting minutes, and much more.
Both positions are generally mutually agreed upon based on peoples natural talents however if a disagreement erupts an internal election can take place. It may be necessary to select vice positions if the number of members is sufficient or the need is there as cpm business is not best for european or us time zones.
We use various communication channels as deemed needed by CCP for general japery to serious business faces.
Agenda based meetings are done on a limited time scale as some folks are booked for weeks of meetings, while others we're sorta don't need to meet with.
Overall our function and the sorts right at this moment are on the fly. Until the Charter is published (still waiting on one last signature now) we're basically shooting from the hip at our job on what the CPM 0 is supposed to do. Most of the goals cpm 0 was set out to do is almost complete (election process) but additionally we had to function as if we're the real cpm as well due to the simple fact the game is far from where it should be at no fault of the cpm's own unfortunately.
As to say though CPM 1's term is going to be far more.... interesting than 0's while 1 may not have to worry about elections as much they still have the future to contend with.
CPM 1 will be seated with a white paper intact, this is guaranteed and this will outline their function fully.

What do you mean by "[...] as cpm business is not best for european or us time zones."? It's preferable to have an availability suited to Shanghai activities?

It always helps, but its not mandatory. CPM0 has members in US Pacific, US Eastern, GMT, and Central European times. That's part of the reason for electing a group, so that the burden is distributed somewhat evenly. I don't think anyone should let this get in the way of them running. What it -does- mean though is that candidates should be prepared for meetings at bizarre hours of the day. It could be late afternoon, midnight, 3am, or 7am depending on where you live. In fact, those living in Shanghai's timezone are probably the most inconvenienced, since you'd have to meet with CCP during your own work hours. For us, its much easier to get up in the middle of the night for a meeting and lose sleep, than miss a meeting entirely due to a work conflict.
As far as the Chairman position, its really fairly perfunctory, and carries no additional authority or power. The Chairman's job is just to guide the group, keep everything on track, serve as the primary point of contact for official statements/communications, and set the tone diplomatically. Historically the Chairman was just the member with the most votes (in the case of EVE's CSM), but last year we revised this so that the council picks its own Chairman based on merit. This has been the case of the CPM as well, where it was decided at the beginning of our term that I would serve as Chairman because I was the most experienced member and already had a strong established relationship with CCP. However, many will notice that I've deliberately not gone around calling myself by my own title (even though I don't care that people know I'm the Chair). This is simply because I don't want to over-emphasize the Chair's importance, or create political ambitions amongst candidates that mistakenly think its some kind of brass ring to chase. In the end, every council member is equally critical to the group's success.
CPM1 will have the flexibility to iterate on this as well. Every year the CSM changes in structure slightly and becomes better and better as they learn from the past, and I hope CPM1 continues this tradition. I myself am not going to be running for CPM1, but if any other CPM0 members choose to stand for election, it'll make a lot of sense for them to serve as the Chair because they will have experience dwarfing any incoming candidate. Ultimately though the Council's structure and operations will be up to CPM1, and they could certainly come up with a different set of group roles depending on the final winning candidate's individual strengths. The Chair and Secretary positions are really just simple tools to divide up the workload and to ensure things keep moving smoothly. |
