Every race can use the repair tool, but only Minmitar gets the bonus. Every race can use uplinks, but only Amar gets the bonus. So which scout gets the cloak bonus?

I'm sure the OP means which race developed the cloaking device, like the Amarr did uplinks, Gallente did Scanners, Caldari did Nanohives, and Minmatar get credit for the rep tool. Maybe they'll make it CONCORD or Sisters of Eve (since they just put out two new covert cloaking ships) so that no race can claim it. Amarr HAV Speculation

CCP is assigning equipment bonuses to a single race for each type. No race, all scouts suits are getting cloaking bonus. You could argue that it's Gallente cause they can scan the best but that's a push. Electronic Warfare GOD in the making

Yup its was actually part of an eve online even. Edit: thats event was only to research the gurista version. I still think it was the cvaldari though, there is a lot of lore connecting cloaks to the caldari. Cloaking technology came about as a result of the research done by Crielere Research Laboratories, a joint research project by the Gallente and Caldari, and it was one of the last breakthroughs to come out before the project was shut down. Crielere was heavily funded on the Gallente side by DuVolle Laboratories, and on the Caldari side by Ishukone. After several very valuable blueprints went missing from the labs, the Gallente launched an investigation, which concluded that the blueprints were stolen by top officials within the project, and the whole thing was planned by Ishukone CEO Otro Gariushi. Gariushi justified the thefts by saying the the Caldari were the reason for the success of the research going on at Crielere. The Federation senate shut down funding, and the entire join project soon collapsed. Playing since 1st batch of closed beta keys.
