Again, I thank you for your input. I did later on recommend to Evo that he consult this topic for 'rigging' the lottery. I'm sure JoshuaEvil666 and CEOPyrex Clone A wouldn't mind.

Yes, it can be rigged, and that is the point for clever and patient players to take advantage of. Straight forward means of doing so are creating 'favorable' challenges or using multiple PSN accounts to deposit 15 million each for tickets. However, you have to produce content for challenges and spamming multiple PSN accounts can become a pain and it's available for anyone to do.
