So.. Like its named. Im wondering how to form an alliance and if it's possible to own districts with no eve support directly in the corp.. Can you have them in an alliance and get the same benefits?

Yeah, you need an eve player as they're the only ones with access to the option. However don't trust just anyone; either make an eve account yourself (free trail) or have a real friend do it.
CCP: Is it the most asinine way possible to do this? Yes. Then that's how we're doing it.

Make sure you do a little research on how the eve corps and alliances work. You'll want to hold all the shares for your corp and never hand over CEO to an eve pilot, ever. Like the post above says, use a free trial after studying the corp/alliance mechanics.

There has already been a case of a DUST corp being stolen by an Eve player (because he liked the name or whatever).
Corporations have shares, the CEO can move those shares to his own wallet and use them to vote out any subsequent CEO ... DUST doesn't have UI to manage shares yet, so when you hand over CEO to an Eve pilot for them to create or join an alliance for you, then he gives you CEO back ... he could (without you knowing anything has changed) have pocketed your shares and then take back control of your corp at any time he wants.
Make sure you trust anyone you give CEO to ... as someone said you can make a trial account and do it yourself but off the top of my head I'm not sure whether you can train the skills needed, some skills are 'cannot be trained on trial account' in the description.

Be aware, I'm pretty sure it costs a billion ISK to make an alliance and it can only be fine on the EVE side. Plus you need certain skills to do it. |

If you deleted that character first though, what happens to the shares ? They dissappear presumably ... so could the (none friendly) CEO not then make a vote to create new shares and transfer them to himself or would they not be created because there's nobody to vote for it ?
You're then stuck in the future if you want to expand your corp into Eve if there's no way to create shares if there aren't any existing, but it could be a viable way for smaller corps to form alliances.
There's still the isk cost factor as Izlare Lenix mentioned, I had the number 1 billion isk in mind but wasn't entirely sure it hadn't been changed in the last few years. However I don't see a problem with several smaller corps getting together and pooling isk to create an alliance ... they'd just need a good exchange rate for DUST to Eve transfers :-/ |

As mentioned above....
It will cost you a billion isk to create the alliance in EVE. It will cost you an amount of isk to maintain that alliance. You will be required to train skills which cannot be trained on trial accounts, hence subscription. You will need to buy the skill books to train those alliance skills. You will need over a month in training those skills for alliance.
Otherwise find friendly alliances already established.
