The CPM is our version of the CSM. CPM0 is an interim solution until the first voted CPM happens, and as of yet they haven't produced a whitepaper (the document which states what the CPM actually is), but it's coming soon.
Basically the CPM is a middle layer between us, the players, and CCP. They *should* have access to privileged information, like features coming in the next release, before us and generally reflect the state of the community to CCP.
For an overview of their responsibilities you can take a look at the CSM info https://wiki.eveonline.com/en/wiki/What_is_the_CSM?_ga=1.105335555.1040743614.1377193289
CSM wiki wrote: Summary of Representative Responsibilities
The CSM is a GÇ£flatGÇ¥ organization, and Officers do not have special powers, only additional responsibilities. The responsibilities of the Chairman and Vice-Chairman are to handle official communications between the CSM and CCP, and they are expected to be particularly active in interacting with the community. The responsibilities of the Secretary and Vice-Secretary are related to the production of official CSM publications such as the CSM Summit Minutes. Thus, CSM Officers are expected to be the most active members of the CSM. Alternates are not part of the council structure; fourteen members are elected to the council and if a member, for whatever reason, is unable to serve on the council, it will carry on without a replacement member.
Also you can look at the introductory dev blog about the CPM here http://dust514.com/news/blog/2013/04/dust-514-council-of-planetary-management-1/ |

From what I understand they listen to all e bitching and arguing we due, take the more viable or important things we discuss, summerize it and put it into a coherent, no raging f bomb filled narrative, and present it to CCP.
This way our concerns and bitching get heard, and CCP doesn't have to wade through the sheer amount of what we as players feel the need to discuss, just to find the points concerns and suggestions that actually merit consideration.
I think they also help with event planning rewards, etc etc so that their things we as players actually want to do and enjoy, while providing worth while rewards. |

I believe the OP has been answered in a superb way.
So CPM is short for: "Consider Promoting Me"? ;)
And also is'nt the CPM position officially acknowledged? |

The only advantage to being in the CPM/CSM is:
You get free "holidays" (I say so glibbly). It ticks one of the big boxes if you want to work for CCP. It ticks a smaller box if you want to work in the Interactive entertainment industry. You get to see stuff before it happens. In Eve I think you get your account free, Im not sure what the ingame perk is in Dust maybe a monthly payment of AUR (who knows - maybe nothing).

I hope that by the end of February we will see an announcement. at least that's the date it started last year for the CSM. |
