The bonus is: "+3% shield resistance to laser weapons" <-- Good
Another one: "+2% armor resistance to hybrid - blaster weapons" <-- BAD
There are three heavy dropsuits with blaster resistance, but only one (The Gallente dropsuit) with Rail gun resistance, making the Rail Rifle inherently better.

Minmatar Sentinel Bonus: 3% shield resistance to laser weapons, 2% armor resistance to hybrid - blaster weapons.
Plus, it doesn't make sense as hybrid blaster is anti shield, while hybrid rail is anti armor.
Change the bonus to hybrid rail, that way there are two suits for each weapon type - One with strong resist (3%) and one with a weaker one (2%).
Shield regeneration bonus for Gallente Assault is about as useful as Sharpshooter for Nova Knives.

Yup, I had a third reason but forgot what it was.
This was it.

Makes sense though, Amarr have pretty powerful anti shield weaponry and Caldari are shield.
