I've seen this glitch twice, once in an ambush and once in a FW match. Both instances it was a gallente scout the first time being a proto and the second with the dragonfly scout.
1st Instance
I was in ambush in the compound with the ring tower and I saw my corpmate get killed in a corner he is in a scout gk.0, then a friendly revived him and when he popped back up he was melted half way into the ground. He said on his screen he was able to move around but his bullets did no damage, he couldn't jump or sprint, but on my screen he was still in that corner. I drove an LAV to him and he was able to jump in and solve the issue.
2nd Instance
This time it happened to me in a dragonfly scout on the map with 2 tall towers and a mushroom shaped building, A is next to a CRU, B is in the mushroom building, C is under one of the towers that is a FG is on he can watch A, E and D are the home points. This was a FW match I was in a corner between the supply depot and B, just next to the doorway that leads into B, I was outside next to the boxes in a corner by the stairs. I stopped in the corner to change a fitting when a red came and killed me, my squadmate was near by and came to revive me only to get me stuck in the ground. I was able to move around the entire map, unfortunately I didn't test the redline but I was the same as before, I couldn't jump or kill and on my friends screen I was still in that corner. It was in a spot that an LAV couldn't get to so I told him to just kill me.

I can confirm this. I believe I was revived as well near a crate, which got me stuck but I didn't know that. I was running around the map, shooting at people but not doing any damage, nor did it seem that they even knew I was there. My squad mates told me that I was stuck running into a wall and that I'd have to commit suicide. This was completely new to me.
