As detailed in my recent post from the SiSi information, I've recently chanced upon a notable flaw with the skill bonuses on the suits.
Gallente Assault Skill: Assault Suit Bonus: 2% to light weapon RoF per level. Gallente Assault Bonus: 5% to HP bonus of armor plate modules per level.
Gallente Commando Skill: Commando Suit Bonus: 5% reduction to reload speed of light weapons per level. Gallente Commando Bonus: +2% damage to hybrid - blaster light weapons per level.
Let's give a Militia Assault Rifle to each of them.
Damage: 34 RoF: 750 RPM (12.5 rounds per minute) DPS: 425
So, let's assume that the Assault guy has his associated skills to level 5. This means he gets a 10% bonus to rate of fire.
34 x 13.75 = 467.5 DPS
Annnd let's assume that the Commando guy also has his associated skills to level 5. This means he gets a 10% bonus to damage.
37.4 x 12.5 = 467.5 DPS
So, as you can see, the DPS is the same. So who is better? At first, one might think that the Commando has the edge because he has higher damaging rounds and can utilize less ammo consumption to kill his targets; however, bear in mind that Commandos are largely about skill bonuses and passive suit statistics (the Amarr Commando, if I'm not mistaken, only has three slots) so this means that the Assault, having better resource allocation, can fit with more versatility. He can easily apply damage mods to make up for the difference and still have other slots to make his fitting unique and diverse.
The advantages between the suits remain in their general playstyles. Assault are more versatile, flexible whereas Commandos show reliance on their higher base defenses at the expense of both speed and resource allocation. In this event, I think the line between the two somewhat blurs with the Assault seeming to step on the Commando's toes to some degree. They have differences but nothing in the way of large and overarching like, say, Logistics and Sentinels - both of which have very distinct playstyles that don't infringe on one another.
Just a personal opinion but I think that the Assault's bonuses should reflect more on it's versatility and the Commando should retain a focus as a heavily offensive individual. What do you guys think?

I'm not entirely sure how to calculate it (if there is a way), but try looking at a more realistic scenario.
And remember that increased RoF also means it's easier to waste ammo, so that commando's buddy will get you while you're reloading.

Well a higher fire rate means higher recoil and therefore less ability at range.

I'd also note that you're not bringing up the most interesting part of the Commando:
It has two light weapon slots. While a proto assault is going to stomp a proto commando in toe-to-toe straight-up combat, and it should, the Commando gets more flexibility from it's weapon combo options.
Just something to think about.

Updated the original post; I'd like to focus the discussion a little less on the subtle nuances between the two and more on what role each plays on the battlefield

I'm all for buffing the commando :D
And now you guys know why I wanted more slots for the commando.
1 v 1, the assault would wreck the commando.
If the commando had the first shot, and more cover, than the commando would have a chance at winning.

+1 good post, though. I found out last build how awesome it is when you combine an AR with a sniper rifle.
If you're outside of AR optimal, you can still snipe their asses- especially if they're shooting at someone else.
