The Sisi server is a test server that the customers are specifically given access to for feedback. Call is speculation if you want, but it is just feedback that CCP was seeking. Then they deployed the build to the public test server. The stuff on Singularity reflects the direction and thought process of the development team. The changes are present on Singularity because multiple people thought they were good changes, and then spent some work on making them happen. This isn't simple speculation, it's a portal into CCP's thought process, and we don't like what we see.
