Hi!
Me and my corp mainly focus on FW and we love LP stuff. but i think theres something wrong with the way the Faction HAV's, and for that matter the Dropships as well, has been designed.
Right now the Federation Madrugar would be the step up from the Soma (militia gallente HAV) and next lvl would be the normal Madrugar. Like the Federation 80gj Ion Blaster is the step before the regular 80gj Ion Blaster. " - Why is that?" you might think.
well because, if you want to max your fitting potential for the HAV's you want to train blaster skills to max, and vehicle upgrade skills for the modules your using to lvl 5 to unlock the cpu/pg decreasing skills, and then train them up. When this is done and you can get full potential of the HAV. Now the current Federation Blaster Turrets, and Hav's advantage is gone, and the LP is better spend elsewhere
Because.. they have the same PG/CPU, dmg or slot layout as the normal Madrugar. Its cheaper in isk yes, but the lp is better spend on the dropsuits (has increased pg and cpu compared to normal) and weapons (decreased cpu/pg consumption).
+ The Federation Madrugar is the version the army uses, which natuarly should be better. Like a Military Humvee is better for combat situations than a civilian Humvee (a little extreme example i know, but you get the picture).
So the Federation Madrugar should be some were inbetween the future t2 HAV's and regular t1 (like faction ships of eve is in between the t1 and t2 versions) rather than the stepping stone between cheap militia stuff and the real deal.
My suggestions are:
Federation Madrugar: - You need HAV 1 - It will have better HP or CPU/PG or an extra slot? (would probably make it to powerfull)
Federation 80GJ Blaster family: - requires the same skills as their t1 counterparts - Have decreased CPU/PG usage - Can take more heat before overheating.
This would of course also apply to the caldari Faction HAV and weapons.
This would make the stuff worth their LP. I will probably still use it.. because the dessert camo is so sexy compared to the plane.. boring green.

"Loyalty" should also be rewarded in the performance of the item you're buying, not just your neural skill implant discount. (OMG, Hey, doesn't the "2-skill level discount" imply that it NEVER REALLY required 5 levels to learn the railgun operation--and that the salesman was just GOUGING us on the cost!? Wasn't he?! Aww, that RAT--CHISELER!!)
...Anyway, I would add ONLY one other component to your suggestion: Keep "loyalty" the theme by allowing the pg/cpu bonuses on an item ONLY when you fit it to the same-race vehicle (ex the Federal railgun should only give full benefit when mated with a Gallente vehicle; the Gallente dropship should only give greater PG benefits, but not any extra shield-friendly CPU benefits).

Right, Federation 80GJ Rail Gun.. why dont they have that? in eve Gallente use both Rail guns and Blasters (and drones). And Caldari uses Railguns and missile launchers (and blasters).
Caldari navy missile launchers: Check Caldari navy Rail Guns: Check..
Federation navy blaster: check Federation navy Railgun: Un-check.
Whats up with that?
