I see this often when I select a public contract. It'll start to load but I'll end up in my quarters with this message on my screen. |

I pick the match through the battle finder -> public contract.

Happy New Year, Kharga. And I have NEVER seen that on any of my matches. So I would be suspicious whether your character account or your console's connection to Dust are working properly.
Some obvious questions are often NOT so obvious, so let me ask you:
Are you sure you are entering the PUBLIC CONTRACT section? We don't always notice that the NeoCom has a certain amount of latent memory of our last actions. If you recently played a Factional Warfare match, the next time you open the Battle Finder, the NeoCom automatically aims you at Factional Warfare AGAIN, even when you could swear you saw the "Public Contracts" box highlighted first.
Have you received any notifications or social mail from the Devs alerting you to a violation or reported misconduct that they received or observed you committing? (sometimes we don't realize that CCP really IS observing and noting our actions in their game).
Finally, have you contacted the Devs directly and told them, in as much detail as you can, that this is happening? It may be a sign that your Dust Character Account needs to be troubleshooted by the tech staff, or that your account's connection to the particular region-server is buggy.
