The important thing about having a "platform" as a CPM candidate, is to demonstrate your view of what is/isn't wrong with the game, and where CCP's focus should be, in the event you get a chance to push for one way or the other. It is both a display of competency and an indication that you see the same issues as the voter in question does. I have opinions on balance, but I didn't feel they were worth making a dramatic point of, because I'm focused on the overall game. How to make it suck less for everyone. But sure, the CPM can't do as much as some people might imagine, but indicating what you would do demonstrates how you represent the people who choose to vote for you.

Your platform should be neutrality, nothing less. The devs will decide the patch of the game, the CPM (as I see it) are more of a control group to say "That's great", or "You should kill yourselves for coming up with that". Everyone, of course, has their opinions, but saying that you are "going to fix the tank problem" (as an example) is an outright lie, and that person running for CPM is getting in the way of the people that actually should be in there.
I feel you missed the point of my post entirely. Someone who posts nothing more than "I'm going to represent players on the CPM" doesn't show any competency in knowing what is and isn't right and wrong with the game. Why would someone vote for a candidate who doesn't even demonstrate knowledge of what needs to happen? Why would someone assume that person can make a valuable contribution to the CPM?
Sure, no CPM member can "solve x problem", but a CPM member can tell you in what ways they will encourage the devs to go when applicable.

Actually, it was a CPM0 member, I believe, who reminded us that if anyone says they have no agenda, they are lying. Everyone has an agenda. Nobody is going to be the unbiased, completely balanced, voice of logic with no personal preferences whatsoever.

Obviously, if someone's platform promises you they can make something happen, they're being pretty stupid. That doesn't mean it isn't important for a candidate to state what their views are, as those views will certainly affect how they advise CCP.
