The problem is that it's so brain-dead easy to make a recolored placeholder suit that there's no excuse at this point. |

Some time around March there was a bunch of discussion around this. I wish I could dig up the posts.
Basically: CCP toyed with the idea of releasing Type-II suits for the Heavy and Scout again, but decided against it to devote more resources to making the actual racial suits a reality.
Boy were we had.
Oh well. I don't have my Rust Fat Suit, but I have a functional HMG. I'm happy enough to keep waiting.

While I would imagine that racial suits are pretty easy compared to other things...
There's still making sure they're balanced and giving stats that would make them NOT OP.
Also with Heavies, we need more than just racial suits...The only viable ANTI-Infantry heavy weapon they have is the HMG. Because of this, they have to resort to Light Weapons which can be a problem in itself. They can drop Scouts off because they share the same weapon pool with medium suits and the commando but yeah...

You know they've mentioned recently that the missing racial suits are in testing and nearing release? They may also be waiting on some tech upgrade to the core game, gathering up content for a big release or releasing them all with a dropsuit skill tree respec.
