If there is some magical minimum number before matchmaking works, then the point is far and well moot. I have suggested this before, but I want to say it again, because it impresses my girlfriend when I forum monger instead of taking her to the IHOP.
Quit trying to determine who goes where in this game. Let matches fill up organically and simply adjust the payout scale. Drastically scale back the rewards for running proto gear, drastically scale up the costs of doing so.
Use that handy-dandy percentage scale thingy that pops up when you scope someone. If it says 96%, then you get 4% payoff on the points that kill generates. If it says 15%, you get 85% of points payoff.
When the protos see their WP, SP, and ISK oozing in at 5% open choke, they'll wonder if it's worth it, especially when the rest of the field hunts them like solid chocolate unicorns.

I assume you're referring to the efficiency counter.
That has nothing to do with proto vs militia or suchlike. It's an indication of how effective your weapon is at that range.
