The only person I have to shoot three times with my shotty is a proto heavy, everyone else OHK. But if you get em in the head the first time OHK anything.

That's not UP Shotty ... it's OP Speed Tanking. (due to client/server latency the server thinks the enemy isn't exactly where you see him on your client screen - hit detection can't keep up)

I get OHK by scouts w/shotguns all the time......
There are other times when I am running from a scout and he is closing the distance, when it takes a couple of shorts. So perhaps range, spread and other factors contribute to the OHK versus multi-hit kills...
