Railguns are based off of the same technology as blasters. So they deal thermal damage. In Eve, they use the same ammunition as blasters do.
That said, the Dust lore talks about how railguns shoot a projectile at 7,000m/s, so that to me sounds like kinetic damage. This is in keeping with Caldari doctrine, they like to deal kinetic damage the most. |

In Eve, both blasters and railguns are HYBRID weapons dealing BOTH kinetic and thermal.
Not that matters though, let's design dust into a good game without giving too much weight onto a different game's lore.
