What do you think the first clue means?

What could this mean o.O Maybe it's not "a lure" but "allure," but then again that definition wouldn't fit very well into this game.
Any ideas? I'll keep this post updated as the event progresses.

It's obviously a special Laser Rifle; the AK-94 Laser Pointer.
This baby fires a beam four times as thick as a standard Laser Rifle but receives a 70% damage penalty and no build up. However, 1000% damage is done if you shine it in someone's eye. However, achieving such a bull's eye is pretty much impossible, as the beam always fires 15 degrees in a random direction away from your reticule.
Basically, it's a more useful Laser Rifle. I mean, we all know the only thing it's good for is using it as a lure, so this just reinforces its only strength. Depending how they implement the inaccuracy mechanism, you should be able to use the Laser Pointer with a turbo controller to create flickering circles in the sky, like the Bat-Signal, kind of like a rally point in the sky that everyone can set provided they stay still firing at the air consuming ammo and sacrifice their light weapon slot.
