So this is one of them 4 am posts what just randomly come in to your head!
right so lets just pretend that dust was actually reality and we as country's would use these sort of tactics in a real war.
sooo the subject is locking districts.
lets take America for example and say there at war with Germany, lets say Germany take over Texas and then america are like to the uk are can you attack the rest of are states please so you can prevent German forces from moving in we need a rest!

Bad analogy Rits, but I think this is what you ment...
Its like somone is across the street from you, chirping away, being loud mouths...and your stuck there waiting for the cross walk sign to go to walk...and its stuck on stop! Then...while your stuck their waiting...a homeless man comes up to you and starts playing a banjo...and in this middle of that banjo playing a midgit jumps out of a jack in the box and starts giving you a lapdance, then you realize the bastard has got it on fiilm and is now going to blackmail you. So you kill the midgit and the homeless guy and bury them in the woods. Then you look back at the cross walk..and notice its on walk..and as soon as you go to cross it turns back into stop!(Waiting for districts to go online) ...so now your stuck on this side of the street while the other loser is still chirping across the street.

Texas wouldn't be a good place to start that's for sure.
Remove time in battle from ISK payout formula and provide a bonus to winning team... Watch battles become fun again.
