Shield/Armor Transfer would be a module that a vehicle could activate that would transfer Shield/Armor to their target, but it would be based off of the vehicles Shield Regen or Armor Repair, by transferring you'd lose your own regen or repair depending on the module, but the target vehicle would receive the full amount from you. If Remote Reps or Transporters were to make an appearance once more, they would have to be significant differences like..
Cooldowns: Transfer does not have a cooldown and a constant duration, Transporter/RR has a large cooldown and decent duration Range: Transfers would have to be a lot closer than a Transporter/RR HP: Transfers will take from your regen/repair and be based off of that, transporters would give more health and wouldn't affect your own.
Thoughts?

I would like to see much more teamwork between vehicles, this transfer idea I feel would be suitable as while it makes one stronger, it makes the other weaker.

I agree, transporters shouldn't have a cool-down, they should just lock on to your target as a repair tool would. I disagree about having transfer modules as they do not exist in eve. |

Why does it matter if it exists in EVE or not? We don't have to be exactly the same as EVE, also I stated Transporters should have cooldowns. so you technically just disagreed with the entire thing, you didn't agree with anything.
The reason they should is you don't have to switch from your main weapon to rep something, you just activate the module and then resume firing, so unless we make it so turrets aren't usable, then Transporters should always have cooldowns.
